    1      cup           water
      1/2  cup           ketchup
    2 1/2  tablespoons   chili powder
    1      tablespoon    pepper
    1 1/2  tablespoon    brown sugar

      1/2  teaspoon      salt
 
 Bring vinegar and water just to simmer. Add other ingredients and stir well
