Add salt and sugar. Add flour 1 T at a time, stirring constantly. Cook for five minutes more. Add the stock, two cups at a time, stirring after each addition. Add the wine. Simmer the soup, partially covered, for one hour. Skim and serve. Adjust seasonings. (Do not serve with grated cheese or toasted French bread, which detract from the consistency and flavor of this carefully balanced brew.)
